Technology Business Strategy Promoting technological contributions for
the realization of a carbon-neutral society.

The environment surrounding resource development is undergoing major changes, such as social demands for realizing carbon neutrality by 2050 and rapid destabilization of energy supply in recent years.
JOGMEC / TRC has responded to these environmental changes and revised the Technology Business Strategy for a Low-Carbon Society that was formulated in July 2020 after taking into account the 6th Strategic Energy Plan and the new functions added to JOGMEC through legal revisions.

Contribution to Energy Security

Pillar 1: Maintain and expand stable energy supply
(oil and gas business area)

JOGMEC / TRC will support the efforts of Japanese companies to contribute to the further expansion of the current liquefied natural gas (LNG) trading volume of 100 million tons, including the national target of 50% or more for independent development by 2030, and “overseas trade” by Japanese companies. Furthermore, we will consider the social demands for the use of fossil fuels and work to reduce the environmental impact of oil and gas field development. Additionally, we will promote the technical development and support for conversion to low-carbon fuel (gas) assets that contribute to the reduction of greenhouse gas (GHG) emissions.
Specifically, to contribute to the diversification of supply sources and the shift to gas, we will focus on 1) environmental measures and value maximization of core assets of existing companies, and 2) technical development and support that contribute to the acquisition of gas resources (new exploration and additional development).

Contributions to the Realization of a Low-Carbon Society

Pillar 2: Contribute to the implementation of CCS projects by utilizing the existing knowledge (CCS business area)

JOGMEC / TRC will continue to promote the acquisition of key technologies and accumulation of expertise through demonstration opportunities in Japan and overseas, while utilizing the strengths that we have cultivated in the oil and natural gas development business, specifically the technical knowledge of underground evaluation and ground facilities including CO2-EOR applicability evaluation, and relationships with oil and gas producing countries (national oil companies (NOC)).

We will aim to have a continuously reliable presence and gain global recognition in CCS as well by focusing on 1) CCS commercialization support (corporate FS / Pre-Feed support, social acceptance support, and technical evaluation of risk money business), and 2) support for screening suitable sites in the future, while also utilizing our existing knowledge.

Pursuit of New Possibilities in Resource Development

Pillar 3: Challenge new businesses toward a carbon neutral society (hydrogen and ammonia business area)

As part of our efforts to support the commercialization of the hydrogen and ammonia production business, which is expected to be a core business of JOGMEC in the future, and its accompanying risk money technology assessments, we are currently supporting the commercialization of blue hydrogen and ammonia. We will aim to rapidly acquire knowledge in terms of human resources and technology, while incorporating external knowledge and engaging in knowledge sharing and collaboration with departments in charge of risk money.

Furthermore, realizing a carbon-neutral society by 2050 requires not only the diversification of energy sources that do not emit GHGs, but also active reduction of emissions to negative levels in the medium to long term. To do so, we are preparing to contribute to new medium to long term environmental measure businesses (offshore wind power businesses, negative emission technologies, etc.).

Foundation: Maintain and strengthen human resources / technical capabilities that will serve as the foundation for the implementation of businesses in Pillars 1–3

Technological competition in the resource development business is intensifying, as seen in the example of advanced cutting-edge technologies such as AI. JOGMEC / TRC will aim to continue to be the core of Japan’s human resources / technical capabilities in resource development.

Maintenance and Strengthening of Core Technologies

We will continue to make technological contributions for the realization of a carbon-neutral society by promoting the above technology business strategies. Additionally, we will ensure Japan’s energy security by providing value-added solutions to oil and natural gas development companies, etc., and contribute to society in the field of energy resources.

Message

The oil and gas development business is undergoing major changes under the influence of global fluctuations in energy supply and demand, as well as discussions on energy stemming from global warming. The fundamental role of a stable supply of energy and metal mineral resources will not change as a function of JOGMEC. However, with the addition of activities for storing carbon dioxide and promoting the development of hydrogen resources, it has become extremely important to realize a low-carbon society and address climate change.
We have also reviewed JOGMEC / TRC’s technology business strategy to realize effective support, such as establishing an organizational structure to promote the realization of CCS and the introduction of hydrogen and ammonia. Specifically, we will contribute to the efficiency of oil and gas field production and the continuation of stable operations through our existing technological foundation. Additionally, we will actively respond to the challenge of promoting the CCS business and realizing a carbon-neutral society.
In April 2021, JOGMEC announced the Carbon Neutral Initiative, which consists of three basic policies and a specific action plan, to accelerate efforts toward carbon neutrality.
